Prof. Alexandra Dufresne, Dec. 13, 2023 writes: "Our clinic is pleased to release a new report: The Dignity Not Detention Act: Transforming Immigration Detention Practices in New York State (December 2023) gives a detailed inventory of immigration detention in New York State from October 2017 to November 2023. It highlights a number of human rights concerns regarding New York's detention practices and examines the public policy and constitutional arguments regarding the proposed Dignity Not Detention Act, which would prohibit governmental entities in New York State from contracting to hold people in immigration detention, terminate existing detention contracts, and prevent the private operation and/or ownership of detention facilities. Key findings can be found on p. 44 of the report. The report can be found on our webpage here: https://publicpolicy.cornell.edu/experience/state-policy-advocacy-clinic/ "
