"[W]e hold that the BIA must conduct a cumulative-effect review when assessing a petitioner’s claim of past persecution and that the agency’s purported failure to do so is a legal issue we decide de novo. ... For the foregoing reasons, the petition for review is GRANTED IN PART, DENIED IN PART, and REMANDED."
