GMM appeals the district court’s decision to uphold a final decision and order of the United States Department of Labor (DOL) Administrative Review Board (ARB) that found GMM violated several provisions of the Immigration and Nationality Act (INA), 8 U.S.C. § 1101 et seq., relating to the H-1B visa program, and awarded damages and interest to some GMM workers.
