Will Texas Flip-Flop on Driver Licenses?

Current Texas law requires U.S. citizenship or lawful immigration status to obtain or renew a driver license.  Efforts in the Texas legislature may be changing that, according to stories in the Texas Tribune and the Austin American-Statesman.
