SHRM: Why E-Verify SSN Locking Won't Work

"USCIS now proposes to use an analytical process to identify patterns of fraudulent SSN use and then lock the number in E-Verify.  The Social Security Administration (SSA) would then be charged with authenticating the identity.  The problem is, while the imposter’s use of the SSN has been locked, so too has use by the SSN’s true owner – without warning.  Since both the imposter and true owner have identity documents in the true owner’s name, SSA cannot sort out who truly owns the identity.  Without a system to identify the imposter, SSN locking cannot work." - SHRM, Nov. 20, 2013.
