Immigration's Hobgoblin: A Foolish Inconsistency

"When is consistency a virtue and when is it foolish?  In matters migrational, consistency is virtuous when it leads to predictable and uniformly equitable results, when it achieves harmony and a general perception of even-handedness among stakeholders. It is folly when mistakes, consistently arising, are not recognized as such or are left to fester uncorrected." - Angelo Paparelli, Nov. 13, 2011.
