"[T]here is reasonable cause to believe that Respondent’s company formerly-known as Continental Airlines committed unfair documentary practices in violation of the Act by unnecessarily subjecting lawful permanent residents to reverification because of their citizenship status. ... Respondent shall make a payment to the United States Treasury in the amount of two hundred and fifteen thousand dollars ($215,000.00) to resolve the OSC Investigation. ...
