Reopening Victory in Houston; Honduras; Changed Country Conditions

"[I]t would be reasonable for a person in Respondent's shoes to be significantly more concerned about his safety than he was in [date.]  It would also be reasonable to find that Respondent's fear is more objectionably reasonable due to the increase in homicides and the increased organization of the gangs.  As a result, the Court finds that there have been changed country conditions in Honduras pursuant to the Act and that these changes are material to Respondent's asylum claim. ... IT IS HEREBY ORDERED that Respondent's Motion to Reopen be GRANTED." - Matter of X-, Dec. 17, 2013, IJ Rankin-Yates.  [Hats off to Sarah K.
