Former Consular Officer: "There Really Is No Waiver" for Muslim Travel Ban

"[E]xhibits in the complaint ... include a declaration by a former consular officer, Christopher Richardson, Esq., who was employed by the United States Department of State from 2011 to 2018, and most recently as American Citizens Services Chief at the United States Embassy in Madrid, Spain. ... Mr. Richardson states that he had access to “all the state department guidance, cables, sample Q’s and A’s and instructions regarding” the Proclamation, and when read together, it was “understood that there really is no waiver and the Supreme Court was correct to point out that the waiver is merely ‘window dressing.’” "
