"Given the demographics of noncitizens in immigration court proceedings, interpretation and translation services must be provided into a wide range of languages. This memo will discuss interpretation and access to these other services. It supersedes and rescinds Operating Policies and Procedures Memorandum 04-08, Contract Interpreter Services."
